EVN will provide maximum support for rooftop solar power investors

EVN General Director – Tran Dinh Nhan emphasized, it is necessary to focus on removing difficulties and obstacles to promote Solar PV.

EVN will create conditions for the source of Solar PV to develop appropriately, bring efficiency to investors, in accordance with the absorption and release capacity of the power grid. At the same time, the development of solar PV will contribute to creating a local power supply, contributing to ensuring electricity supply when the Vietnamese power system no longer has a backup source. Disclosure of information on the ability to absorb solar PV sources in areas for investors to consider the appropriate location and scale of investment in the Solar PV system.

At the same time, provide technical guidance and standards to assist investors in choosing the right technology. EVN General Director – Tran Dinh Nhan chaired the meeting. EVN’s specialized committees also need to issue specific guidance on the implementation of Solar PV to power units, in which they agree on views and demonstrate EVN’s clear, public and transparent working style.

“In the process of contacting customers, Electricity staff must show an attitude of asking for, listening, and supporting customers to develop Solar PV” – Mr. Nhan suggested. In addition, it is necessary to continue to promote more strongly to each household and individual about the effectiveness of Solar PV.

Power companies also need to consult with customers to choose the right solar PV installation capacity, with the main point of view of self-consumption of electricity on site. According to the report of the EVN Business Board at the meeting, as of June 7, 2020, there were more than 31,100 solar PV systems across the country, with a total installed capacity of more than 640 MWp, the output generated to the grid is more than 145 million kWh, the total electricity bill EVN has paid to customers is more than 300 billion VND.

In the process of developing solar PV systems, there are a number of problems. Specifically, in the provinces and cities, there are currently a number of solar power projects with solar panels installed on a rack frame system (without a roof) located on the ground, with a capacity of less than 1 MW connected to the grid. to the power grid with voltage level ≤ 35 kV.

Or a solar power project connected to the grid with a voltage of ≤ 35 kV, with solar panels installed a small part on the roof, the rest installed on the land of electricity users. There is also a case where a solar power project is installed on the roof of a customer’s factory or warehouse in an industrial park, both buying electricity from EVN’s power grid for use and selling solar power to the electricity grid of the company. EVN through a 110 kV transformer.

According to the provisions of Clauses 5 and 6, Article 3 of Decision 13/2020/QD-TTg, the above projects are called grid-connected solar power. Also according to the provisions of Clauses 1, 3 and 4, Article 5 of this decision, only grid-connected projects that have been decided on investment policies by the competent authority before November 23, 2019 or already in electricity development planning at all levels and with commercial operation date from July 1, 2019 to the end of December 31, 2020, the price of grid-connected solar power will be applied according to Decision 13/2020/QD- TTg, the remaining grid-connected solar power projects, the electricity purchase price is determined through a competitive mechanism.

Therefore, the above mentioned solar power projects with a capacity of less than 1 MW have not been determined yet. EVN proposes the Ministry of Industry and Trade to consider solar power projects with a capacity of less than 1 MW in the above cases as rooftop solar power to encourage all economic sectors to participate in investment and development of solar power. .

In addition, some Solar PV project investors signed power purchase contracts with EVN before June 30, 2019, now have a need to install more capacity of the project, it is also difficult to determine electricity purchase price for EVN.

In order to ensure the correct implementation of the solar power purchase price in each period according to the Decisions of the Prime Minister, EVN proposes to the Ministry of Industry and Trade to allow EVN to apply the electricity purchase price for the corresponding electricity output to the grid. with the ratio of installed capacity before and after June 30, 2019.

At the same time, supplementing sanctions in case the investor of the solar PV project increases capacity without notifying the power buyer such as: penalty for contract violation, refund of electricity bill overpaid by EVN, application method of contract termination,…/.
